School funding for Luke Air Force Base and West Valley military families

Where Luke families go to school

Military OneSource notes that most students from Luke Air Force Base attend Dysart Unified, Litchfield Elementary or Agua Fria Union High School District, with some at charter or private schools including Phoenix Christian Preparatory, and some in virtual programs. Dysart is also among the Arizona districts with the largest share of students leaving for the ESA. Our directory lists the private schools in Surprise, Glendale, Goodyear and Litchfield Park below.

The ESA without the 45-day rule

Every Arizona K-12 student is eligible for the ESA under universal eligibility. Military families also have their own category: a child of an active-duty service member, or of one killed in the line of duty, qualifies and is exempt from the prior public-school requirement. ADE asks for current orders that show the dependent, the duty station, active status and branch; Coast Guard and Space Force families qualify too. Statewide, 937 students were in the military category in the April-June 2026 quarter.

STO scholarships for a family on orders

Being the dependent of a service member stationed in Arizona is a qualifying condition for switcher and low-income corporate STO scholarships, with no income test for the switcher pool. A family arriving mid-year might start on STO scholarships at a school that already has them, then weigh the ESA for the next contract year. The same one-or-the-other rule applies to every child.

PCS moves and the account

The ESA is for Arizona residents. If orders take you out of state, the account cannot follow, and Arizona news outlets have reported parents facing fraud charges for spending ESA money after moving out of state. Talk to ADE before you move about closing or pausing the account. A proposed 2026 ballot measure to protect military families' ESA funds was blocked by the courts and is not on the ballot.

Help on base

The 56th Force Support Squadron's school liaison office (623-856-6378) can explain local districts, transfers and special-education transitions. For ESA questions, call ADE's ESA line at (602) 364-1969.

* Enrollment reported to the NCES Private School Survey (2023-24 or 2021-22). "STO lists" counts the School Tuition Organizations whose published school list included the school (Oct 2026). Arizona has no state list of ESA schools; ask each school whether it accepts ESA payments through ClassWallet.
