Deaf, hard of hearing & blind or low vision: Phoenix schools and the ESA

Central Phoenix has long-established programs for children who are deaf, hard of hearing, blind or have low vision, and these categories carry some of the highest ESA amounts. 2 schools in our Phoenix directory match.

Where this comes from. Records here come from the U.S. Department of Education's Private School Survey (NCES, 2023-24 and 2021-22) and the published school lists of Arizona School Tuition Organizations, checked October 12, 2026. Tuition, ClassWallet status and STO awards change, so confirm with the school before you decide.

ADE's 2025-26 (ADE estimate; the 2026-27 chart isn't posted yet) chart groups hearing impairment and visual impairment with orthopedic impairment and moderate intellectual disability, at roughly $21,780 to $41,294 a year. A student with multiple disabilities and a severe sensory impairment can receive about $42,960 to $47,725.

In the Valley, the Foundation for Blind Children and Desert Voices, a listening-and-spoken-language program for children with hearing loss, are two of the specialist options in our directory. Both are on several STO lists, which matters only for families who choose the STO path instead of the ESA.

Braille materials and assistive-technology rentals are allowed ESA purchases for students with disabilities, alongside therapies, aides and evaluations.

What the account can pay for

  • Braille and assistive-technology rentals
  • Tuition at a qualified specialist school
  • Licensed therapies such as auditory-verbal or orientation and mobility
  • Evaluations

Therapies, aides and devices are allowed ESA purchases when they meet ADE's rules and the provider is licensed or accredited. Read the full list →

* Enrollment reported to the NCES Private School Survey (2023-24 or 2021-22). "STO lists" counts the School Tuition Organizations whose published school list included the school (Oct 2026). Arizona has no state list of ESA schools; ask each school whether it accepts ESA payments through ClassWallet.
