Becoming a ClassWallet vendor
ESA families pay schools through ClassWallet, the state's payment platform. Once your school is registered as a vendor, a parent can approve your invoice and the account pays you directly. Tuition invoices must be itemized; receipts from payment apps or point-of-sale systems are not enough. Statute says a qualified school does not have to change its creed, admissions or curriculum to accept ESA students, and is not an agent of the state.
Fingerprinting and qualified-school status
The ESA can pay tuition only at a qualified school that fingerprints staff who have unsupervised contact with students. Make sure your policy is written down; families and ADE may ask.
Billing around quarterly deposits
ADE funds accounts four times a year. Schools that bill a full year up front leave families scrambling. Matching invoices to the quarterly deposits keeps payments on time and avoids reimbursement claims. Remember that schools may never refund or rebate ESA money to a parent.
Getting on STO lists
Families who choose the STO path can only use scholarships from STOs that list your school. In our Valley directory, IBE, APSTO, School Choice Arizona and APESF list the most schools, with ACSTO and AZTO for Christian schools, Catholic Education Arizona for diocesan schools, and faith-specific STOs for Jewish and Muslim students. Contact each STO about its partner-school process.
